Japan’s major nuclear reactor manufacturers have begun developing small nuclear power systems for both developed and emerging countries, a report said on Saturday. France started this week, and the others will follow. Their currencies are rising in value and they do not like it. We expect other nations to follow, Mexico and Brazil in imposing a 2% tax on incoming funds and others will print their currencies and buy dollars to reduce the value of their currencies and at the same time buy US Treasuries that are decreasing in value.

QUETTA, Pakistan – Pakistan police arrested 11 Iranian Revolutionary Guard officers Monday for illegally entering the country, amid tensions over a suicide attack that Tehran alleges was carried out by militants backed by Pakistani intelligence officials. The 11 were taken into custody in Mashkel, close to the countries’ shared border in the southwestern province of Baluchistan, police officer Dadur Raman said. He said officers were interrogating the men and had seized two vehicles.

I can’t help but think James Carafano is on to something in his comparison with Obama’s rather naive foreign policy with another naive foreign policy - that of Jimmy Carter. Why does Carafano feel that 2010 may be Obama’s 1978? Because America’s enemies had taken measure of the man during his first, change-filled year in office. They saw weaknesses they could exploit. In the second year, they made their move. Carter was a big “soft power” advocate, and believed diplomacy was the be-all and end-all of foreign policy.

In contrast to a number of progressives I know, I was generally supportive of and applauded the early stripes of foreign policy realism that former Massachusetts Governor and Republican presidential candidate Mitt Romney displayed during the beginning of his campaign. Romney had a first rate national security advisor in former State Department Policy Planning Director Mitchell Reiss and had others I respect like Nixon Center President Dimitri Simes on his formal advising team.

I went into school today and coughed. Into my elbow, of course. Don’t want to spread the nasty disease. I waited for someone to point at me, look at me like I was a leper, and, voice rising with fear, shout “SWINE FLUUUUUU!” But then I realized that there was no one there. It was just me and the fluorescent lighting’s buzz. It felt so much like a zombie movie that I was mad at myself for being a sissy and not watching any horror movies so I knew what to do in these situations.

IAEA Inspectors Depart for Iran Site Visit - By Linton Levy - The United States, Russia and France have indicated their positive response to IAEA Director General Mohamed ElBaradei’s proposal on a draft agreement to supply Iran with nuclear fuel for its research reactor, which amongst other things produces radioisotopes for medical purposes. Inspectors from the International Atomic Energy Agency have already departed Vienna International Airport and arrived in Tehran.

How odd is that. Something over a month ago, Iran announced that they were 1.5 years away from completing a uranium enrichment plant near Qom that they claimed was for producing reactor-grade nuclear fuel. Now, seemingly instantaneously, IAEA has been granted access to the facility . But notice the inaccurate and almost incendiary language used to describe the facility in this AP lede: U.N.

The UN team of four nuclear specialists have started their inspection work on the second Nuclear plant which Iran exposed to the world few months back. As part of the nuclear draft deal being worked out between Iran and the Western world, Iran has allowed UN inspection of the second nuclear plant. The inspection report is expected to be submitted by the inspectors to the UN council in few weeks, post which further course of action against Iran would be decided.

Environment Minister Jim Prentice believes the best chance for a political agreement on climate change would exist after the Copenhagen climate change conference, the successor to the largely unsuccessful Kyoto Protocol. Canada insists that it should have less aggressive targets for emission reductions than other countries because of the nature of it’s energy sector and energy-producing industries. Mr.Prentice argues that Canada should recognize regional differences when creating a national emissions cap so that it won’t economically punish high-growth provinces.

Continuing a recent flurry of foreign policy outreach to Armenia, Syria, Iraq (and the Turkish PKK), Turkey is now embracing Pakistan and Iran. On Sunday Turkish PM Recep Tayyip Erdogan met with Pakistani Prime Minister Yousuf Raza Gilani. At a joint news conference in Islamabad, they announced that Pakistan and Turkey would jointly combat terrorism and improve cooperation in politics, economy, diplomacy and security through a “higher level cooperation council”.

A team from the UN’s nuclear watchdog has inspected a controversial Iranian uranium enrichment plant near the town of Qom. The four inspectors from the International Atomic Energy Agency (IAEA) visited the facility on Sunday, Iran’s semi-official Mehr news agency said. “The inspectors … visited the facility in central Iran. They are expected to visit the site again,” it said. Iran’s disclosure of the Qom plant’s existence on September 21 sparked a wave of global outrage.
